Break the locked candies/licorice xs right away.
The board of Candy Crush level 654 is broken up into four quarters. You must break the candies locked inside the licorice xs in order to access all corners of the board. This is why freeing the locked candies should be your first goal. Without freeing the locked candies, you will not be able to clear the cakes, which is our next goal.

Clear the cakes
There are two cakes in this level. Each time you clear a cake, a party popper will clear the entire board. This is especially helpful in clearing all the licorice blockers. Clearing the second cake will also come in handy because it will just open up more room for you to make matches and collect your orders of striped candies and color bombs

Focus on collecting the color bomb order
It is pretty easy to make striped candies in this level. They will probably make themselves just as a result of cascading matches. After you have cleared your blockers, shift your attention to making color bombs. Use your first color bomb on a single color. This will make it easier to create your next color bomb since one color is eliminated.
