Don't go for the marmalade color bombs
While it may be appealing to go for the color bombs in the corners to fulfill this order level, between the licorice X's and the multilayered meringues, it will cost you more than 40 moves to get through all the blockers. Instead, focus on forming your own color bombs (since you only need 2 and 40 moves is plenty).

Clear the lockes candies
In order to maximize your moves and opportunities to form color bombs, you do need to clear out some blockers. Work on taking care of those licorice X's and marmalade candies to help open up the board. Don't waste too much time going for the multi-layered meringues.

Clear the bottom
To benefit the most from the cascade effect, work lower on the board to clear out those blockers first. Even forming a striped candy (especially horizontal) will help you open up the board. The lower area of the board (underneath the gap) is also easier for forming color bombs.
