First: Clear the bottom half of the board as much as possible

Half of the blockers are blocking candies, and the other blocking the licorice swirl dispenser. With your first moves you should clear out as many jellies as possible without having to break away the meringue. You should do this until you have no moves left.

Clear away the meringue blocks when need be
When you have no moves left, clear out meringue that is not blocking the dispenser. This will let more candy flow into the board and give you more chances to clear jelly. If you accidentally clear a meringue in front of the dispenser, it's no big deal. Clear out the swirls when need be and you should still be abel to pick up a victory.

With all the jellies sitting at the bottom half of the board, a great option would be to use as many special candy combos as you can around them. A wrapped + a wrapped or a wrapped + a striped would work great in this area.
