This level is almost completely obscured by double-layered meringue , so you should get rid of most of it to make room for more candies. It is not necessary to clear every obstacle in this level, so don't focus too much on it--just try to get enough room to maneuver. You need to clear candies adjacent to the meringue twice to clear it. You only need to clear candies adjacent to the licorice swirl s one time.
