Clear the Blockers
There's no way around it this time. You HAVE to clear the blockers on the bottom of the level. The meringues block the ingredient dispensers. Prioritize clearing these columns over the others. This level leaves you plenty of space on the board to make special candies. Use powerful combinations, like striped/wrapped candy combos or color bomb/striped candy combos, to clear multiple meringues at once.

Careful of the Bombs!
The bomb dispensers will become extremely annoying once you begin clearing blockers. Don't let the bombs explode, but focus on clearing the meringues if you want to win. The dispenser means that the bombs will just keep coming, so don't bother repeatedly destroying them until you have to.

Use the Color Bomb
The frozen color bomb between the dispensers can be a great help on this level. Trying to combine it with another special candy will be hard since it's surrounded by bomb dispensers, but do it if you can. The candies bordering the color bomb will keep changing color, making it hard to lock down a target. Use the color bomb on a candy bomb one turn to give yourself more time.
