If you are able to clear all the wrapped candies that this level gives you, you'll still need to form some of your own. Forming wrapped candies should take priority over anything else, even creating a color bomb. Once you have created at least 6 wrapped candies, you'll be better off focusing on making striped candies to clear the existing wrapped candies.

Set off the chain
If you are able to set off one wrapped candy on each side, it should set off a chain reaction that clears all the wrapped candies on that side. If there are any stragglers or you have problem getting to the orders, try setting off a horizontal striped candy in line with the orders. Try to make matches near the sides as soon as possible to get those orders out of the way so you can focus on making your own.

Combine and complete
Once you collect all the existing orders, it should be no problem getting the remaining ones. Combine specials for more points or to open up new matching possibilities. Look for L and T shapes to create wrapped candies, and you'll be fine!
