The meringues in the middle of the level stop you from making special candies. You need to get through those in order to clear the level in time. Clearing the meringue is also helpful because it opens up the board so you can make special candies.

The three bomb dispensers above the meringues will unload onto the board once the blockers are cleared. This will fill the middle of the level with candy bombs. Attempting to clear all of the bombs is going to be an impossible task. Instead try to finish the level before any go off.
