Clear chocolate first.
The hardest part about Candy Crush 149 is not collecting the orders, but continuously clearing the chocolate so it doesn't cover the top. If you don't clear at least some of the chocolate with your first moves, the chocolate will regenerate to cover the top of the board, preventing any new candies from falling. Once the top is covered you will run out of candies that can clear the chocolate and complete the orders. Clear all the chocolate at the beginning of the level 149 so it can no longer regenerate and you can then focus on getting all the orders. If you start off with a bad board with no moves to eliminate chocolate, you can exit the board without losing a life if you have not made any moves (on mobile).
